It was decided that the Aimeetaf shouldn't be run by a member of any given species for fear of bias. That a defense and rescue organization should be maintained by a being that could consider any viewpoint. So artificial beings were put in charge. This was quite an undertaking as extant artificial beings weren't taken into consideration for these positions. There was also the whole business of designing them and constructing them. There's no way to truly make anything with no bias.

It's a flawed system that has had its problems more and more ingrained as things went along. The original creations were made by "natural" sapients, but each successive generation was made by the previous one. This doesn't quite remove issues, but it was believed the system would remain more pure this way. 

No matter the complications, it's thought that the current system is better than any alternative, so it will stick around unless someone thinks of something better. Of course to put forth a new system you have to get it past the current one. So good luck with that one.
