Also, they are referring to what would've been Izzy's 17th birthday. Izzy hasn't celebrated her birthday in 9 years, so Abigail has very little memory of her ever celebrating it. If Izzy did decide to get back into that tradition it would mean a somewhat huge change in how Abigail sees Izzy.
